Four Employees Receive Officer Promotions
Robert J. Schoonover, President & CEO of Citizens National Bank, recently announced officer promotions for four CNB employees: Patricia Davis, Office Service Manager; William Phillips, Loan Officer/Real Estate & Security Officer; Jacqueline Ramsey, Branch Manager and Brenda Schmidlen, Compliance/Information Security/CRA/BSA Officer.
Patricia “Pat” Davis has been employed at Citizens National Bank for twelve years, having served as a teller, switchboard operator, CIF Clerk/ Financial Sales & Services, and Administrative Assistant/Operations. As CNB’s new Office Service Manager, she will oversee the bank’s purchasing, maintain central information files and complete wire transfers and ACH originations.
A resident of Philippi, Davis graduated from Alleghany County High School in Covington, Virginia and completed two years of accounting and bookkeeping at Alleghany Vocational Center. She has attended numerous banking seminars since being employed at CNB.
William “Bill” Phillips began his banking career at Citizens in 1999 as a teller before being promoted to Loan Collector and Loan Recovery Manager. He now serves as a real estate Loan Officer and the bank’s Security Officer.
Phillips graduated from Forest Hills High School in 1994 and earned a B.A. in Marketing/Management from Davis & Elkins College in 1999. He is a member of Landmark Baptist Church.
He and his wife, Julie Phillips, reside in Beverly.
Jacqueline “Jackie” Ramsey began employment at Citizens National Bank in 1999 as a part-time teller before taking on the role of full-time teller and customer service representative. Prior to being promoted to Branch Manager, she served as a Branch/Office Manager for CNB’s Beverly office.
Ramsey is a 1994 graduate of Forest Hills High School and Computer Tech of Fairmont, where she earned a specialized associate degree in Computer Information Management.
She and her husband, Jimmie Ramsey, reside in Elkins. They have one daughter, Hannah.
Brenda Schmidlen joined Citizens National Bank’s staff in 1997, having worked as a teller, Assistant Head Teller/ Assistant Security Officer, Head Teller/Security Officer, and IRA/INS Manager/Security Officer. Schmidlen’s recent promotion to Compliance/Information Security/CRA/BSA Officer will require her to implement and maintain CNB’s compliance and information security programs.
A 1983 graduate of Elkins High School, Schmidlen completed two years at Fairmont State College. She obtained insurance licensing from Property/Casualty & Life/Health Insurance School and has attended numerous banking-related programs and schools.
Schmidlen is a member of the JRES PTO and attends the First Baptist Church. She and her husband, Walter Schmidlen III, reside in Elkins with their two children, Walt and Brittany.

Citizens National Bank, headquartered in Elkins, has branch offices in Beverly, Parsons, Petersburg, Snowshoe and Marlinton. While Citizens currently has a supermarket bank in the Pocahontas Foodland in Marlinton, a new full service branch bank is slated to open there soon. A grand re-opening is also scheduled for the recently remodeled Petersburg office on May 28.
